Introduction to IAB Transparency & Consent Framework
The Interactive Advertising Bureau Europe (IAB EU) offers an industry framework that complies to the requirements of the GDPR and ePrivacy Directive. Along with establishing industry standards, the IAB TCF offers a collection of technical specifications, reference architecture, and policies for publishers, AdTech vendors, and Consent Management Providers (CMPs). Additionally, the TCF hosts a Global Vendor List (GVL) which consists of a centralized vendor registry and a web service that all TCF members may reference. The GVL can be used to display a list of third party vendors in the consent UI or to understand the data processing declarations for a vendor. The framework helps publishers with the following:
- Select and control third party vendors they want to work with.
- Provide users with transparency into third party vendors and their purpose for processing data.
- Request and obtain informed consent to process data, or establishing other legal bases to process data.
- Pass information related to user choices transparently throughout the ecosystem.
- Support the use of data for measuring campaign effectiveness and the use of contextual advertising that requires access to users’ devices.

What is a CMP?
CMPs are a critical component of the TCF, offering a solution for capturing, storing, propagating and managing consent in accordance with the TCF. CMPs help publishers with consent collection by offering a UI that complies with TCF policies governing design, transparency, and disclosure. Captured consents are stored in the TCF standard format and made available to vendors through a common API. The framework also establishes standards around consent string formats and how they should be communicated over HTTP for common advertising use cases. This enables propagation of user consents throughout the ecosystem and allows maximum interoperability for publishers and vendors.

In addition to the technical documentation, our interactive preview and configuration tool allows quick customization of the flow, text and style, and export of the configuration (as a JSON file) for easy deployment onto your sites. A Layered Approach
We have tested many UI design patterns and performed research with real users in the top EU countries and have settled on a design that features a layered approach to user consent. The first screen, or Landing screen, in the consent flow allows users to quickly accept all consent permissions solicited prior to using your website or service. Disclosures on this screen should be specific but concise, enough to adequately inform users how and why you would like to use their personal data as well as how you share that data with any third-party partners with whom you work and a link to the list of those partners.
We offer an optional secondary screen, the Details screen, which allows you to offer a more detailed description of the activities and processing described in the first screen with specific references and examples. This is also a great place to demonstrate the value of interest-based advertising by showing how relevant advertising offers users a better experience. Our research has shown that a significant percentage of users who are curious and click into the secondary screen are satisfied with the level of detail and will grant consent. To enable the Details screen, activate the Show Details Screen configuration option and customize the Learn More link text from our Preview tool.
In either the Landing screen or Details screen, if enabled, a Manage Options button is provided to let users manage their granular privacy choices in accordance with the GDPRand IAB TCF. The Manage Options screen lists the IAB standard processing purposes and vendors along with detailed information. Use the toggle controls to switch consent on or off, where applicable.
